A wheel picker is a random picker you can watch. You put a list of options onto a disc, spin the wheel, and whichever slice stops under the pointer is the answer. It does the same job as a coin, a dice or names in a hat, with one advantage that matters in front of an audience: everybody sees the same draw at the same moment.
These are all names for the same tool. A wheel of names is a picker wheel loaded with people; a number picker wheel or a letter wheel holds numbers or letters instead; a yes or no wheel holds two options and nothing else. The mechanism never changes, only what you type into it, which is why one wheel picker covers every one of those jobs.
A random number generator prints an answer and asks people to trust the screen. A wheel picker that slows down in front of everyone does not have to ask. That is why teachers, streamers and anyone splitting a bill reach for a spinner rather than a generator: the process is the proof, not the result.
The winner is drawn before the animation starts, using the browser's cryptographic random number generator across the weighted list of entries. The wheel is then aimed at that slice. This ordering matters: because the outcome is decided by the draw and not by where the animation happens to stop, the spin length, the easing curve and the number of slices drawn cannot bias the result. When a list is longer than the slices on screen, every entry still competes in the same draw and the winner is placed into a visible slice before the wheel starts turning.
